People do not need a home to vote in this country. Barriers that used to prevent US citizens from voting have come down. If you or someone you know is homeless, s/he can vote. The registration form has a line (#7) where people can describe the location of where they reside. This is to determine which district s/he should be voting in without requiring a street address. It could be an intersection, a specific tree in a beach park... as long as it is specific enough to determine a district, you can vote!
Everyone has the same right to participate in democracy and let their voice be heard by their leaders.
Similarly, as long as someone has a place where they can receive mail, then they can receive a ballot at that location and vote at their convenience using an absentee ballot.
